En ordonnant le bombardement de cibles irakiennes il y a quelques jours, le président américain Georges W. Bush a inauguré sa politique étrangère par un geste qui augure bien mal pour l'image des États-Unis à l'étranger et pour la paix dans le monde.


Depuis la Guerre du Golfe il y a une décennie, l'Irak est l'objet d'un embargo commercial et de sanctions militaires et diplomatiques qui n'ont rien fait d'autre qu'envenimer la situation. Le dictateur Saddam Hussein est toujours au pouvoir. Chaque nouvelle attaque renforce son image de héros auprès d'une partie de l'opinion publique arabe et justifie ses manoeuvres pour réarmer et défendre son pays. Comme à Cuba, l'embargo ne touche aucunement les proches du régime, qui contrôlent le marché noir, mais frappe au contraire de plein fouet la population ordinaire qui manque de nourriture et de médicaments. À part le financement des mouvements d'opposition irakienne en exil, les Américains n'ont aucun plan concret pour régler cette situation et mettre fin au conflit.

En fait, il faudrait se demander: devraient-ils en avoir un? En quoi la sécurité des États-Unis dépend-elle des agissements d'un dictateur mégalomane à l'autre bout du monde? Pourquoi donc l'armée américaine ne se retire-t-elle pas simplement de la région? Le prestige et les intérêts américains justifient-ils la souffrance et le génocide à petit feu (l'embargo serait en partie responsable de centaines de milliers de morts) de tout un peuple?
