what is the best way to learn english ?

i would like to know the ways that can help us to learn english and of course to improve our english language and to speak english well.
some people say that watching television is a good way to learn english .others say that reading books including novels , plays,stories and so on and so for is the best way .while others say that you have to attend class to teach english with your classmates with your teacher or by extra hours by paying money to the teacher who can teach you english well .
others say that just by chat in the internet regualarly we can learn english .or by reading in the computer some articles or something like that .
so, i want you to choose the best way and to prove your answer why you choose exactly this one not another .

There ain't no best way to learn English, because everyone learns differently. You'll have to try, and pick the method that suits you best.

By the way, your written English ain't all that bad! How about spoken English? Are you able to follow news, films etc. on radio and TV? Have you tried to talk to people in English (that's the hardest part)?

From my experience, I'd recommend starting by learning grammar and reading a lot to improve one's vocabulary.

You reminded me of my first semester at university.Although I had a good score in the TOEFL test, I could hardly understand what people were saying (it wasn't too bad with international students and professor ) but my English listening and speaking improved a lot when I got a TV.

HELLO !

The best way to learn english is to go to United Kingdom for a long time (one year, for example), find a job, live in an english family and speak a lot with english people and not in french, of course !!!
That's my point of view ! and I think that's is a good idea !

dang, what do you have against the u.s.? excuuuse us if we speak impure english

umm yeah anyway i don't think watching tv shows/the news in english helps...UNLESS you already have a good level in english. reading honestly doesn't help that much. the key is to interact with native speakers, even chatting on msn. whatever words you don't understand, look up in a dictionary. but the best thing you could do is to study abroad for a semester or a year and live among anglophones not only to perfect your grammar, but also learn their accent, slang, etc.
